What it means
The local I/O integrated in the ICU/MCU central units has no external 24 V supply, so onboard inputs/outputs are dead while the CNC itself boots fine. Restore the 24 V feed from the machine cabinet. This is pure wiring/power, not a CNC board fault, unless the internal fuse opened.

- 24 V feeder to ICU/MCU local I/O open (fuse, terminal)
- cabinet PSU channel for local I/O tripped
- wiring error after cabinet service
