Fagor alarm 6054: Error when initializing local handwheels

What it means
The local handwheel board failed its initialization at startup, so panel-mounted MPGs will not generate jog pulses. Verify the board's connection and 5 V/24 V feeds. Handwheel signal levels can also be checked live in diagnosis while rotating the wheel.

- handwheel board absent from bus enumeration due to connection fault
- missing supply voltage to handwheel board
- failed handwheel board
Triage note: Runtime read failures on the same hardware report as 6055; over-current on a connected handwheel as 6056.
