What it means
On 8060/8065 with automatic tool management, the programmed T exists in the tool table but not in the magazine table, so the CNC treats it as a ground (off-line) tool. Machine configuration forbids ground tools, hence the refusal instead of an automatic fallback.
Likely causes
- magazine table out of sync after manual pocket swaps
- tool physically removed without updating the magazine table
- configuration disallowing ground tools although practice requires them
