What it means
Soft-start/pre-charge never completed: bus failed to reach minimum voltage within the watchdog window.
Likely causes
- ballast/soft-start resistor burnt (PS-25x classic)
- missing NS1-NS2 jumper on X3 after servicing (E316 maneuver error)
- internal SoftStart fuse open or crowbar wiring loose
- supply module control board dead
Triage note: Before condemning the supply: confirm the NS1/NS2 shorting jumper and mains contactor coil actually pull in - a stuck K1 presents identically to a dead module.
