Siemens alarm 21613: Axis %1 measuring system changing

What it means
Status message issued while the NCK switches over between the two measuring systems of an axis (for example motor encoder to direct scale). If it appears only briefly it is normal; if it persists, the changeover could not be completed.
Likely causes
- automatic encoder changeover in progress (normal transient)
- target encoder not ready or not synchronized, blocking completion
- changeover requested during motion under conditions that do not allow it
